                <![CDATA[<p>Thank you for taking the time to complete the Newcastle Safeguarding Adults Board online consultation on the Lets Talk Newcastle website. This is the first year we have hosted a public consultation and we are really pleased that so many people took the time to complete the survey.</p><p>On analysing the responses to the consultation, one of the main themes which emerged was that people would like to see more work done to raise awareness around the core messages of safeguarding adults. In particular, people felt that more should be done to inform members of the public about the different forms of abuse, and what people can do if they are concerned that either themselves, a family member, friend or neighbour has been the victim of, or is at risk of abuse.</p><p>In response to the findings from this years consultation, the board have developed a communication and awareness raising strategy. The strategy details numerous different steps that we will take to raise awareness of safeguarding procedures. Steps range from ensuring that promotional material such as leaflets and posters are available in key locations across the city including GP practices and libraries, to promoting key messages through social media.                 <![CDATA[<div>On Monday July 17 2017, the Council’s Parks Transformation Team presented their findings to the City Council’s Cabinet about the potential for a new charitable trust to manage the City’s parks and open spaces. This included the proposed business model, and the report on the passionate public response to the recent public consultation on the future of Newcastle's parks, allotments and open spaces. Cabinet reviewed progress, interrogated the financial and operational implications and decided whether or not to support further work on the charitable model. The full proposal was then worked up into a full business case and implementation plan for final Cabinet decision in October. The team fed back to the public, in person, at five locations around the city in 2017. The team explained the work to date, results of the public consultation, Cabinet’s decision and next steps.                 <![CDATA[<p>In October and November 2013 we invited people on the Newcastle Cycling Forum / Cycle News mailing list to take part in an online survey via Let’s talk Newcastle website, and give us their views on what they thought the Newcastle Cycling Forum should focus on. </p>
<p>122 people took part and the <a href="https://www.newcastle.gov.uk/sites/drupalncc.newcastle.gov.uk/files/wwwfileroot/parking-roads-and-transport/cycling/cycling_forum_survey_2013_presentation_slides.ppt">findings were presented</a> (Powerpoint: 1.16MB) at the Cycling Forum meeting on 5 December 2013. The <a href="https://www.newcastle.gov.uk/sites/drupalncc.newcastle.gov.uk/files/wwwfileroot/parking-roads-and-transport/cycling/2013_cycling_forum_survey_report_v2_0.docx">full report</a> (Word 455.44KB)is now available. The issues raised were:</p>

            <title><![CDATA[North East Community Forest 2021 - Blakelaw Recreation Ground]]></title>

                <![CDATA[<div>Thank you to everyone who took part in our consultation on our plans for planting trees at Blakelaw Recreation Ground as part of the North East Community Forest. 53 people gave us their views, and for Blakelaw, the feedback resulted in the planting areas being changed in size to take account of two primary concerns people told us about:</div><ul><li>Residents losing some of their <strong>view of the park</strong> from their homes. Woodland 'block 4' (at the northern boundary of the recreation ground, next to Gorse Hill Way) was reduced in size to address this.</li><li>Concern about possible <strong>anti-social behaviour</strong> in some areas, raised by residents and Northumbria Police. We decided not to plant on woodland 'block 1' for this reason.</li></ul><div><br></div><div>Other things people told us included:</div><ul><li>There will be <strong>replacement tree planting</strong> in three existing planting areas on the southern Blakelaw Road boundary, after residents expressed concerns that many of these trees which were previously planted in 2021 have since died. This time, the trees will be planted with spirals and canes for support, and there will be an ongoing maintenance programme. &nbsp;</li><li>Woodland 'block 3' will not be planted, as site visits and desktop surveys have shown that there are constraints on planting here due to underground services and utilities. Instead, heavy 'standard'<strong> trees will be planted near Ponteland Road</strong> after listening to residents' feedback that trees planted here will help reduce to carbon, capture air pollution, and make the area more visually appealing.&nbsp;</li><li>All new trees will have <strong>spirals and canes for protection</strong> after residents expressed concern that previous trees planted on the site lacked protection whilst they were establishing themselves.&nbsp;</li><li>&nbsp;Residents raised concerns about<strong> ongoing maintenance</strong>, so all new tree planting will include an ongoing maintenance programme by the council's Grounds Maintenance team.<br><br></li></ul><div>You can see a video about what's happening next here: <a href="https://www.facebook.com/NewcastleCityCouncil/videos/638596394073059">North East Community Forest February 2022</a></div><div>Our next steps will be to hold volunteer planting events to get started on creating the North East Community Forest. <strong>The event in Blakelaw will be on 5 March 2022</strong>.                 <![CDATA[<div>Thank you to everyone who took part in our consultation on our plans for planting trees at Montague Dene as part of the North East Community Forest. 42 people gave us their views, and for Montage Dene, the feedback resulted in the following decisions:&nbsp;</div><ul><li>Planting area 1 will now contain trees which produce berries and fruits for the community to pick – a lovely idea from the consultation.&nbsp;</li><li>Planting areas 2 and 4 were removed from the final planting scheme, due to feedback from residents about their concerns over losing some of the view from their homes of the park.&nbsp;</li><li>All new trees will have spirals and canes for protection to take into account residents' concerns that new trees being planted without protection will die.&nbsp;</li><li>&nbsp;Concerns were raised about ongoing maintenance, so all new tree planting includes an ongoing maintenance programme to be undertaken by the council's Grounds Maintenance team.</li><li>&nbsp;We also received feedback that many residents were unhappy to see so much litter and fly-tipping in the area. We have listened to this feedback, and our Leisure Team is working with the Prince's Trust in Newcastle and Tyne &amp; Wear Fire &amp; Rescue Service to clean up the park before the new tree planting takes place.<br><br></li></ul><div>You can see a video about what's happening next here: <a href="https://www.facebook.com/NewcastleCityCouncil/videos/638596394073059">North East Community Forest February 2022</a></div><div>Our next steps will be to hold volunteer planting events to get started on creating the North East Community Forest. <strong>The event in Montague Dene will be on 12 March 2022</strong>. We had <strong>two stages</strong> to this consultation:</div><ul><li>Stage 1 - 12 January – 24 February 2022</li><li>Stage 2 – 14 March – 25 March 2022</li></ul><div>We <strong>invited people to take part</strong> as follows:</div><ul><li>10,000 leaflets were sent to homes in the Outer West</li><li>We put information on our website</li><li>We put information on our social media channels: Facebook and Twitter</li><li>We emailed invitations to registered members of Let’s talk Newcastle Online</li><li>We emailed stakeholder groups (such as sports clubs) to invite them to take part</li><li>Local venues, such as the library, displayed information about this.&nbsp;</li><li>In Stage 1 we received responses by letter and paper forms as well as our online survey.</li><li>Stage 2 of the consultation had a mixture of in-person and digital meetings.&nbsp;</li></ul><div>We had <strong>585 responses</strong> to the first stage of the consultation, and <strong>99 responses</strong> to the second stage.<br><strong>People told us that they wanted to see the following in the new facility:</strong></div><ul><li>8-lane pool rather than a 6-lane</li><li>Baby, toddler and children’s shallow pool</li><li>Sauna and steam room&nbsp;</li><li>Café and library space</li><li>Extended opening hours so that people working and studying can use it</li></ul><div><strong>Their concerns were:</strong></div><ul><li>The facility needs good parking and transport links, including public and active transport</li><li>Review the use of glass panelling in the facility</li><li>What about provision of leisure facilities whilst the new facility is being built?</li></ul><div><br><br></div>]]>

                <![CDATA[<div>This is a summary of the feedback we received in response to the Property Licence Impact surveys in 2022.&nbsp; People were invited to let us know how they felt about the impact of property licencing in Newcastle where they live and work. This includes the city-wide additional scheme and five selective licencing schemes which were in their second year, in addition to a further two areas of selective licencing that had been recently been redesignated. The surveys were open between 1st April and 31st May 2022.<br><br><strong>How we invited people to take part</strong><br>We published the surveys on Lets Talk and used a variety of methods to make people aware of the surveys and how they could take part. &nbsp;<br>This includes;</div><ul><li>&nbsp;Direct mailing to landlords who have applied for a property licence and who have signed up to received regular updates from the council</li><li>Information passed onto Local and National landlords associations</li><li>Promoted on the Private Rented Services website and Newcastle City Council's website</li><li>Information sent to Chairs of tenants and residents associations across the city</li><li>Update at Advice Compact</li><li>Circulated via Active Inclusion&nbsp;</li><li>&nbsp;Information sent to students via Students Unions</li><li>&nbsp;Attending local landlord forums and Students in Newcastle forum</li></ul><div><br><strong>How people chose to take part</strong><br>Most respondents took part in the online surveys hosted by LetsTalk. We received 208 responses from landlords and agents and 61 responses from tenants and residents.                 <![CDATA[<div><strong>Newcastle City Council would like to hear what you think of pharmacy services in your area to help us develop how these services are delivered in future.<br></strong><br></div><div>Thank you to everyone who took part in this consultation on pharmacy services in Newcastle. The responses were both included in and helped to shape the latest Pharmaceutical Needs Assessment which will be published on Newcastle City Council’s <a href="http://www.newcastle.gov.uk/">website</a> on 1 October 2022. The survey was live from 9 February – 9 April 2022, and we invited people to take part as follows:&nbsp;</div><ul><li>All registered members of Let’s Talk Newcastle (approximately 3400 people) were invited to take part in the consultation by email.&nbsp;</li><li>Connected Voice, a Newcastle-based organisation offering advice and support to the voluntary and community sector, publicised the consultation to their members through their email bulletin in April 2022.&nbsp;</li><li>A video of Newcastle City Council’s specialist pharmacy advisor explaining the consultation and encouraging people to take part was posted on Facebook and Twitter. The video reached 1600 people across the two platforms.</li></ul><div>&nbsp;</div><div>The consultation highlighted the following about the use of pharmacies in Newcastle&nbsp;</div><ul><li>Pharmacies are typically <strong>visited</strong> once every two weeks to once a month, for users to collect a prescription for themselves or someone else. Respondents were likely to use the same pharmacy each time.&nbsp;</li><li><strong>Over the counter</strong> items were most likely to be bought once a month.&nbsp;</li><li>Weekdays between 9am and 6pm were the <strong>most common time</strong> to visit a pharmacy.&nbsp;</li><li>Walking was the most common <strong>method of transport</strong> to get to a pharmacy, with the most popular travel time between 0 and 15 minutes. Proximity to home was considered the most important aspect of pharmacy location.&nbsp;</li><li>27% of respondents felt they could <strong>talk to a pharmacist</strong> about something private or sensitive. More than half of respondents said their pharmacy usually has a separate consultation room.&nbsp;</li><li>78% of respondents <strong>rate</strong> their local pharmacy services as ‘good’ or ‘very good’.&nbsp;</li></ul><div>&nbsp;</div><div>We are consulting on the final Pharmaceutical Needs Assessment for 2022-2025 between 13 July 2022 - 12 September 2022. We had <strong>two stages</strong> to this consultation:</div><ul><li>Stage 1 - 12 January – 24 February 2022</li><li>Stage 2 – 14 March – 25 March 2022</li></ul><div>We <strong>invited people to take part</strong> as follows:</div><ul><li>10,000 leaflets were sent to homes in the Outer West</li><li>We put information on our website</li><li>We put information on our social media channels: Facebook and Twitter</li><li>We emailed invitations to registered members of Let’s talk Newcastle Online</li><li>We emailed stakeholder groups (such as sports clubs) to invite them to take part</li><li>Local venues, such as the library, displayed information about this.&nbsp;</li><li>In Stage 1 we received responses by letter and paper forms as well as our online survey.</li><li>Stage 2 of the consultation had a mixture of in-person and digital meetings.&nbsp;</li></ul><div>We had <strong>585 responses</strong> to the first stage of the consultation, and <strong>99 responses</strong> to the second stage.<br><strong>People told us that they wanted to see the following in the new facility:</strong></div><ul><li>8-lane pool rather than a 6-lane</li><li>Baby, toddler and children’s shallow pool</li><li>Sauna and steam room&nbsp;</li><li>Café and library space</li><li>Extended opening hours so that people working and studying can use it</li></ul><div><strong>Their concerns were:</strong></div><ul><li>The facility needs good parking and transport links, including public and active transport</li><li>Review the use of glass panelling in the facility</li><li>What about provision of leisure facilities whilst the new facility is being built?</li></ul>]]>

                <![CDATA[<h1>Results of the Allocations and Lettings Consultation</h1><div><br>Social housing is in high demand in Newcastle, and we need to manage it in a way that meets the needs of local residents.&nbsp; Newcastle City Council (NCC) have reviewed the way they allocate their social housing across the city.&nbsp; Newcastle Independent Tenants Voice engaged with residents and service users to find out their views and opinions about the proposed changes to their former Allocations and Lettings policy.&nbsp; We received the following responses:<br><br></div><ul><li>316 responses to the online questionnaire&nbsp;</li><li>3 responses from Registered Providers&nbsp;</li><li>3 responses from voluntary agencies (Crisis, Shelter &amp; Action Foundation)&nbsp;</li><li>1 response from another Local Authority&nbsp;</li><li>215 comments in response to our posts on social media&nbsp;</li><li>1 response on Let’s Talk&nbsp;</li><li>Spoke to 26 people at Citywide informal drop in sessions&nbsp;</li></ul><div><br>Based on feedback from residents and housing organisations from across the city NITV has proposed the following recommendations:&nbsp;<br><br></div><ol><li>Allocation and letting’s policy should be representative of all people especially those with physical and mental disabilities.&nbsp; Care should be given when changing the policy to include needs for those who require additional support such as carers or specialist equipment.&nbsp;</li><li>The views and concerns of customers must be at the centre of the policy and proposed changes if a greater level of customer satisfaction is to be achieved.&nbsp;</li><li>Continue to build on best practice to improve the customers' experience and expectations when applying for social housing.&nbsp; Make it a quicker and an easier process.&nbsp;</li><li>Staff development for officers to help support vulnerable tenants with mental health issues and other protected characteristics.&nbsp; This will help remove barriers for those trying to access social housing and will meet the needs of the applicant.&nbsp;</li><li>The final NITV Report to be distributed to NCC departments and appropriate working groups.&nbsp;</li><li>A definite need for better communication by developing opportunities for tenants and customers to have informal discussions, share issues, concerns, and ideas with Fairer Housing Unit and YHN officers.&nbsp;</li><li>Continue to protect the rights of the most vulnerable customers by ensuring staff have the correct tools, knowledge, training, and expertise to provide a consistent and effective service for customers.&nbsp;</li></ol><div><br>A full copy of our <a href="https://www.newcastle.gov.uk/sites/default/files/Final%20Draft%20Allocations%20%26%20Lettings%20Consultation%20report%20January%202023_0.pdf">report</a> is now available. &nbsp;<br><br></div><h1>The Councils Response:&nbsp; <a href="https://www.newcastle.gov.uk/sites/default/files/NITV%20Allocations%20and%20Lettings%20feedback%20%20(2)_0.pdf"><strong>You Said We Did</strong>&nbsp;</a></h1><div><br></div><div>Consultation ‘You said we did’ - Not all the comments received related directly to the proposed changes. Respondents used this opportunity to provide their thoughts and comments about wider issues relating to the allocations process and the provision of social housing in Newcastle. These comments have been considered and will be used to inform the future delivery of social housing.&nbsp; All comments received were considered and have helped to inform and shape some changes to the original proposals, which are detailed below.&nbsp;<br><br></div><ul><li><strong>We proposed</strong>: To remove the income limit so the amount you earn will not stop you applying to join the housing register.&nbsp;</li><li><strong>You said</strong>: 72% (13 out of 18) of participants who commented, felt strongly that people on high incomes should not be allowed to join the housing register and felt that the allocation of social housing should be limited to people on lower incomes.&nbsp;</li><li><strong>This Means</strong>:&nbsp; We agree with your views and will be keeping the £50,000 income limit.&nbsp;</li><li><strong>We Proposed</strong>: In addition to the current policy, if you refuse three suitable homes you will not be able to bid for properties for 12 months. &nbsp;</li><li><strong>You Said</strong>: 80% (16 out of 20) of participants who commented, disagreed and felt that this policy would have a negative impact on the most vulnerable applicants and no consistency in decision making in terms of the suitability of a property.&nbsp;</li><li><strong>This Means</strong>:&nbsp; We agree with your views and will not be introducing a refusal policy.&nbsp;</li><li><strong>We Proposed</strong>:&nbsp; That people who don’t have a local connection to Newcastle will have their housing needs assessed. Feedback received has been utilised in the recommissioning of the Direct Payment Support Service at Newcastle City Council.<br>&nbsp;<br>We received responses from the following groups:</div><div><br></div><ul><li>Those in receipt of a Direct Payment under Adult Social Care</li><li>The family members and representatives of children with disabilities who currently have direct payments for their child’s personal budget through Newcastle City Council.&nbsp;</li><li>Social workers</li></ul><div>&nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp;&nbsp;</div><div>31 questionnaires were completed.</div><div>&nbsp;</div><div><strong>People told us that they like the following aspects of the current Direct Payment Support Service:</strong></div><ul><li>“Having the flexibility to use my funding to suit my needs.”</li><li>“The payment team are always very helpful.”</li><li>“The payroll service is available at a reasonable price.”&nbsp;</li><li>“I like the fact I’m able to recruit my own staff according to my timing and needs. Direct payment gives you more flexibility and authority to manage your finances and employing staff. I employed all my staff from the community and from my ethnicity so there was no language and cultural barriers.”&nbsp;</li></ul><div>&nbsp;</div><div><strong>People told us that they wanted to see the following in the new service:</strong></div><ul><li>“As a therapist, I would like to see mental health being considered more and the promotion of holistic care of individuals.”</li><li>Further support and advice around the recruitment of Personal Assistants.</li><li>“More of a local approach and not a country wide organisation.”</li><li>“Face to face contact with the provider is vital – there should be a local office.”</li><li>User-friendly documents and forms.</li><li>“Out of hours assistance set up, as weekend issues can be problematic.”</li><li>Service User engagement sessions held by the provider, to help with service improvement.</li></ul><div>&nbsp;</div><div>&nbsp;</div><div>Thank you again to everyone who participated.</div>]]>
